Grants to USA, Canada, and International academic and research institutions, private and nonprofit organizations, UN and governmental agencies, and private companies to address education needs during large-scale disruptions. Proposals that offer immediate responses, as well as preventative solutions are welcome. Please note that while this call for proposals encourages research in response to current COVID-19 large-scale education disruptions, proposals are not limited to this crisis.

People all over the world are currently living and working in a new paradigm due to the COVID-19 pandemic. With some 177 countries now experiencing forced school closure and around 72% of students - some 1.3 billion in total - globally estimated to be out of school (as of May 2020), COVID-19 is having an unprecedented impact on education systems around the world and is exacerbating existing challenges related to education and learning. This pandemic has highlighted the need for quality evidence to support emergency preparedness and response across education systems globally. 

The 2020 call for E-Cubed proposals aims to generate and disseminate relevant and usable research to support evidence for education during crises and large-scale disruptions. Dubai Cares and INEE call on applicants to share proposals that address the gaps in evidence for education that have been further highlighted as a result of this global emergency. 

Criteria for Funding 

Dubai Cares and INEE have designated the following criteria for E-Cubed funding. These criteria exemplify the E-Cubed approach to strengthening the EiE (Education in Emergencies) evidence base.

  • Proposal outlines "usable" research which contributes to the evidence base in EiE by identifying and responding to a gap in data or evidence. 
  • Research design, implementation, and dissemination is led by, and inclusive of voices of people and institutions within crises-affected contexts. 
  • Research includes a clear dissemination strategy to produce a Global Public Good. *In its simplest form a Global Public Good is a resource that is freely available with no restriction in access. 

Dubai Cares considers education a human right and is committed to ensuring access to quality education for all children and youth globally. Dubai Cares is focused on investing in research that generates actionable evidence for EiE actors to better the education of children and youth in crisis contexts. 

E-Cubed only funds research costs.

Estimated Size of Grant:

The minimum grant per proposal is roughly $100K and the maximum is $1M, however proposal budgets are considered on a case-by-case basis.

Term of Contract:

The grant can be dispersed as needed over the course of the proposed project. Grantees will coordinate with Dubai Cares to agree on multi-year fund allocation.

There are no regional priority areas.

This fund aims to support quality research and evidence. It therefore requires applicants or research teams to have extensive demonstrated experience in the research and analysis methodologies proposed.

Who is not eligible:

- Individuals, including undergraduate or PhD research, and scholarships
- Endowments
- Capital Campaigns
- Unincorporated associations or groups

What E-Cubed will not fund:

- E-Cubed will not fund program design or implementation, and will not substitute any funding that should be available as part of existing programmatic funding.
- E-Cubed does not fund scholarships, family needs, or individuals.

Proposal submission deadline: July 20th, 2020 at 11:59 PM EDT.

Dubai Cares and INEE understand the need for a timely evidence response in light of this pandemic and will do their best to expedite this call for proposals where possible. However, a variable impact of COVID-19 on their review processes is anticipated. The aim is to share funding announcements in the final quarter of 2020. Given this timeline, research that is mid to long-term in scope as opposed to a rapid response will most likely be supported.

The proposal review process varies in length depending on the quantity of proposals received. Typically the review process takes roughly four months. Applicants will generally be notified of their proposal standing after three months at which time Dubai Cares reviews shortlisted proposals.

Once projects are funded, it takes on average 3-6 months for projects to be launched.

Organizations can submit multiple proposals.

Budgets should be submitted in the currency that will be used for the majority of research.

Grants are fixed-price not cost reimbursable. Dubai Cares will disperse the funds based on achieved milestones, which are agreed upon between Dubai Cares and the research partner(s). Dubai Cares will usually distribute funds annually or semi-annually, but this is dependent on what works best for the specific project.
