Cooperative agreement to a USA nonprofit, statewide, local, community, or faith-based organization to provide training related to legal aspects of organizational effectiveness. Applicants are advised that required registrations may take several weeks to complete. This funding opportunity is intended to support the CSBG Legal T/TA Center to provide continued supportive T/TA strategies for organizational assessment that can be utilized by State agencies and local CSBG-eligible entities to encourage a culture of success, transparency, and partnerships.

The core functions of this cooperative agreement will be to augment and strengthen state, regional, and national T/TA of CSBG-eligible entities, state CSBG lead agencies, and CSBG tribes to address legal applications in program effectiveness in areas of leadership, governance, and fiscal operations. This cooperative agreement will support the implementation of T/TA strategies for three major focus areas:

  1. Organizational Stability and Support for CSBG-eligible entities, state CSBG lead agencies, and CSBG tribes experiencing significant fiscal, organizational, leadership, and governance challenges. The cooperative agreement will also support consultation that is focused on entities that are considering legal options for strategic restructuring, shared administrative or service arrangements, mergers, or implementation of organizational standards.
  2. Promotion of Exemplary Legal Practices and Policies related to organizational approaches that help promote accountability and responsiveness to specific community needs related to the reduction of poverty, the revitalization of low-income communities, and the empowerment of low-income families and individuals in rural and urban areas to become fully self-sufficient.
  3. Education, Training, and Knowledge Management to enhance general knowledge and understanding of CSBG statutory and regulatory requirements and the ability to address changing legal and regulatory issues affecting state CSBG-eligible entities, state CSBG lead agencies, and CSBG tribes.

Resources provided through this cooperative agreement may support direct T/TA projects for CSBG-eligible entities, state CSBG lead agencies, and CSBG tribes, as well as the creation of an enhanced infrastructure to help OCS prepare to address long-term T/TA needs of CSBG- eligible entities, state CSBG lead agencies, and CSBG tribes. Eligible applicants are CSBG-eligible entities or statewide or local organizations or associations with demonstrated expertise in providing training on methods of effectively addressing the needs of low-income families and communities.

Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement.

Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.

- The deadline for electronic application submission is 11:59 p.m., ET.
- The deadline for receipt of paper applications is 4:30 p.m., ET. Applications that are hand-delivered by applicants, applicant couriers, by overnight/express mail couriers, or other representatives of the applicant must be received on, or before, the due date. Applicants will be notified of a disqualification determination by email or by USPS postal mail within 30 federal business days from the closing date of this FOA.

The budget must include funding for a kickoff meeting in Washington, DC, to present and discuss details of the project work plan and cooperative agreement. The budget must also include funding for travel for one key staff member to attend and present at a T/TA conference in Washington, DC, during each year of the grant.
