Grants to USA nonprofits, agencies, businesses, schools, and IHEs to provide housing and services to unaccompanied minor refugees. Applicants are advised that required registrations may take several weeks to complete. Funding is intended to provide temporary housing and care to unaccompanied minor refugees, as well as support after their release to a sponsor in the United States.

The Office of Refugee Resettlement/Division of Unaccompanied Children Operations (ORR/DUCO), within the Administration for Children and Families, is announcing the availability of funds for the Home Study (HS) and Post Release Services (PRS) for Unaccompanied Alien Children (UAC). The HS/PRS for UAC Program conducts home studies for certain UAC, prior to their release from ORR custody, and provides post release services for UAC after they are released in accordance with the requirements of the William Wilberforce Trafficking Victims Protection Reauthorization Act (TVPRA) of 2008. Under this Program, both HS and PRS services must be provided nationwide.

To safely release UAC to sponsors, living in the United States, certain categories of UAC, who are at risk or display special needs, are referred for home studies. Home studies are also conducted for any case in which a sponsor presents a safety risk to the UAC. In order to promote the safety and well-being of UAC, after their release to a sponsor in the U.S., certain categories of children, who display special needs, are referred for post-release services. Post release services are required for all UAC who receive a home study. For cases, where there is no safety risk in releasing a UAC to a sponsor but additional assistance is required to connect the UAC and sponsor to needed resources upon discharge from ORR custody, the case may be referred for post-release only services (i.e., no home study is required).

Although the UAC population in ORR custody generally consists of minors aged 12 to 17 years, with males representing a higher percentage of the overall population, ORR is seeking HS/PRS providers who can provide services for a diverse population of UAC of all ages and genders, as well as pregnant and parenting teens. UAC come from all over the world, but the most are from El Salvador, Honduras, Guatemala, and Mexico. Unless otherwise specified, successful applicants are expected to provide services for UAC from any country.

This FOA is available for recipients to provide direct HS and PRS for designated UAC in ORR custody. Under this program, both HS and PRS must be provided nationwide. Primary HS/PRS providers may form partnership(s) with subrecipient(s) to assist with the HS and PRS core services, for example completing HS or providing PRS case management.

Description of ACF's Anticipated Substantial Involvement Under the Cooperative Agreement

ORR supports recipients in the following areas:

  • The design, implementation, and modification of program activities, services and facilities;
  • The design of protocols or procedures;
  • The approval of key program staff;
  • The provision of training and technical assistance to staff;
  • Input of case information into the UAC Portal; and
  • Select decisions regarding individual case management activities.

- Public housing authorities/Indian housing authorities
- Nonprofits having 501(c)(3) status with the IRS, other than institutions of higher education
- Nonprofits without 501(c)(3) status with the IRS, other than institutions of higher education
- Private institutions of higher education
- For-profit organizations other than small businesses
- Local affiliates of national organizations
- Small businesses

Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement.

Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.

The acquisition, construction, and major renovation of facilities are unallowable expenses under this Program.
