Grants to USA and territories nonprofit and for-profit organizations, government agencies, Tribes, and consortia to promote healthcare-related distance learning in rural regions. Applicants are encouraged to identify how their project addresses Coronavirus (COVID-19) responses. Required registrations must be completed prior to applying.

While the CARES Act requires these funds be used to prevent, prepare for, and respond to coronavirus, the agency believes that all DLT projects already serve that purpose. As a result, while not required, applicants are encouraged to identify specific ways in which their application addresses COVID-19.

The Distance Learning and Telemedicine program helps rural communities use the unique capabilities of telecommunications to connect to each other and to the world, overcoming the effects of remoteness and low population density. For example, this program can link teachers and medical service providers in one area to students and patients in another. 

Grant funds may be used for:

  • Acquisition of eligible capital assets, such as:
    • Broadband transmission facilities
    • Audio, video and interactive video equipment
    • Terminal and data terminal equipment
    • Computer hardware, network components and software
    • Inside wiring and similar infrastructure that further DLT services
  • Acquisition of instructional programming that is a capital asset
  • Acquisition of technical assistance and instruction for using eligible equipment

The agency is providing this additional filing window for those that could not complete applications prior to the Window 1 deadline. This window also makes available up to $25 million received from the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). While the CARES Act requires these funds be used to prevent, prepare for, and respond to coronavirus, the agency believes that all DLT projects already serve that purpose. As a result, while not required, applicants are encouraged to identify specific ways in which their application addresses COVID-19. This second application window is announced through a Funding Opportunity Announcement (FOA) published on this web page and in Grants.gov.

Pursuant to 7 CFR 1734.24, the Administrator has established that the minimum grant amount of $50,000 and the maximum grant amount of $1,000,000 will be applied to this grant opportunity.

  • City or township governments
  • County governments
  • For profit organizations other than small businesses
  • Independent school districts
  • Local Governments
  • Native American tribal governments (Federally recognized)
  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
  • Private institutions of higher education
  • Public and State controlled institutions of higher education

  • Special district governments

Additional Eligibility Criteria:

Eligible applicants include most entities that provide education or health care through telecommunications, including:

- Most State and local governmental entities
- Federally recognized Tribes
- Nonprofits
- For-profit businesses
- Consortia of eligible entities

Pre-Application Information:

Electronic submissions must be received no later than 11:59 pm ET on July 13, 2020, to be eligible for funding under this grant opportunity. Late or incomplete applications will not be eligible for funding under this grant opportunity. Electronic applications must be submitted through grants.gov.

Grants.gov requires some credentialing and online authentication procedures. These procedures may take several business days to complete. Therefore, the applicant should complete the registration, credentialing, and authorization procedures at Grants.gov before submitting an application.

Due to the impacts of the Coronavirus (COVID-19) virus, the agency has received several requests to extend the deadline. However, the agency believed that extending the window would be counterproductive to getting funds out as quickly as possible to aid in this crisis. As a result, the agency is providing an additional window for those that could not complete applications prior to the Window 1 deadline.

Electronic submissions. Submit the electronic application once. Do not send a paper copy to RUS. Submit a copy to the State government single point of contact as described in Section E(6). Electronic applications must be submitted through grants.gov.

A minimum 15% match is required for grant-only awards (cannot be from another federal source).

Applicants must have a valid DUNS number and be registered with SAM.gov prior to applying.
