Grants to Georgia nonprofit organizations, public agencies, and governmental entities for housing programs in eligible regions. Funding is intended to create and preserve housing for low- and moderate-income households. Priority will be given to programs addressing: increased access to affordable housing, homelessness reduction, non-housing community development, and fair housing choice. Programs should benefit Gwinnett County.

The proposed program/project should be designed to address one or more of the priority needs listed below:

  1. Increase Access to Affordable Housing
    1. Provide Tenant-Based Rental assistance
    2. Production of new units
    3. Rehabilitation of existing units
    4. Acquisition of existing units
    5. Increase of Non-Profit Developers
  2. Homelessness Reduction
    1. Outreach
    2. Emergency shelter and transitional housing
    3. Rapid Re-housing Funding
    4. Homelessness Prevention
    5. HMIS Coordination
  3. Non-housing Community Development
    1. Public Facility and Infrastructure Improvements
    2. Public Services Funding
    3. Promote Economic Development Activities
  4. Affirmatively Further Fair Housing Choice
    1. Increase fair housing education and build capacity for testing and enforcement of fair housing law
    2. Support improved access to community resources
    3. Continue to operate in compliance with expanded protected class definitions found in federal regulations
    4. Refer housing discrimination complaints to HUD FHEO for investigation and potential action

All proposed projects must serve families with incomes at or below 80% Area Median Income.

All proposed rental projects must serve households at or below 60% Area Median Income.

Additional Eligibility Criteria:

The application must be submitted by, or on behalf of a nonprofit agency, public agency, affordable housing developer, or governmental entity, requesting HOME funds to undertake eligible costs and activities.

Nonprofit organizations must submit a copy of a 501(c) (3) designation letter from the Internal Revenue Service.

Pre-proposal Conference:

Three (3) application workshops will be held to assist interested applicant organizations. Attendance at one (1) of the three (3) workshops is strongly recommended when applying in the FFY2021 Funding Cycle.
